The City of White Plains will kick off the start of the holiday season on Sunday, Dec. 1, during the White Plains' annual City Lights, Bright Holiday Nights Community Tree and Dreidel Lighting Celebration from 4 p.m. to 6 p.m. in Tibbits Park.
