White Plains resident Juan Gell, 21, was arrested Wednesday on misdemeanor charges of Falsely Reporting an Incident and Obstruction of Governmental Administration for telling county police that he had been shot in robbery that never happened. Detectives determined that Gell accidentally shot himself in his midsection "when he was standing with a group of people outside a car that had run out of gas" on the Saw Mill River Parkway early Monday morning.
