Police apprehended and charged a man from White Plains, N.Y., after a short foot chase while responding to reports of shots fired in the area of South Sherman and South Streets around 6:20 p.m. Sunday night. According to police, the victim said he was driving a motor vehicle when two black males "flipped him off."
