Westchester County Police charged a White Plains man with driving while intoxicated on Monday morning after he drove the wrong way on an entrance ramp to the Bronx River Parkway in Yonkers and slammed head-on into another car, according to officials. Hatsuo A. Jefferson, 23, was driving a 1997 Honda Civic on the entrance ramp and hit a woman driving a 2001 Mercedes head-on.
