A bubble enclosure holding six indoor tennis courts at Delfino Park in White Plains will officially open Wednesday during a ceremony with Mayor Thomas Roach and others. Tennis Innovators Academy signed a 10-year lease with the city to operate the courts, and will pay White Plains $100,000 annually.
