WHITE PLAINS, N.Y. The Westchester Pavilion Center in White Plains may soon become two luxury-apartment towers featuring 500 rooms, LoHud.com reports . Developer/owners, Urstadt Biddle Properties of Greenwich, plan to turn the property into a mixed-use center which will also feature 140 square feet of high-end specialty shops and a boutique-style hotel.
