County Executive Rob Astorino and members of Westchester's Volunteer Income Tax Assistance program will be available to assist low- and moderate-income residents with tax help and credits on Thursday at The Westchester One-Stop Employment Center. The Westchester One-Stop Employment Center is at 120 Bloomingdale Road, second floor, White Plains.
