Puppy found in shopping bag near Staten Island Railway now under ASPCA care, rescue group says; remains critical

Charlotte, the puppy found in a shopping bag with severe injuries on Friday, is now being cared for by the ASPCA -- a move that has worried an animal rescue group originally tasked with treating the critically injured dog. ASPCA officials have yet to comment on the case, but the founder of Special Needs Animal Rescue and Rehabilitation Northeast told the Advance that ASPCA employees brought the dog under their care just as doctors prepared for her transfer to SNARR's animal care facility based in White Plains, N.Y. Courtney Bellew, who operates the SNARR center, said officials explained to her that because it is an open cruelty case, the city has to take Charlotte into its custody for evidence.
