On the 13th anniversary of 9/11 , Richard Hoffmann stood next to the White Plains 9/11 monument at Liberty Park that bears his brother-in-law's name.and read a poem, titled "One" in memory of that day and the sense of unity that was born out of tragedy. Roberto Tejada, a 43-year old White Plains resident, was arrested and charged with driving while intoxicated by New York State Police.
